Abstract
This study investigates a fully integrated Enterprise Resource Planning (ERP) system
adoption in Police Service of Small Countries (PSSC) such as Maldives Police Service (MPS). ERP is a system
used in managing resources where all the applications used for operation are integrated through
Information System (IS) in order to improve business process and increase service quality. Though this
system has being used in business sector for a long time public sector started to use ERP system very
recently to be effective their operation to increase their service quality. And there were inadequate
research done on use of ERP in the field of police. Thus, researcher decided that it is important to
investigate this area within PSSC and contribution towards use of a fully integrated ERP.
This thesis investigates the factors that have impact on using fully integrated ERP in PSSC and observes
how applicable a fully integrated ERP system will be to PSSC. In addition, this research will propose a
model for using integrated ERP system in PSSC.
Researcher selected MPS as representative case for PSSC. MPS is one the fast developing Police Service
among the Asia and Small Populated Countries (SPS). Due to small population spread over small islands,
managing resources used for policing becomes a challenge for MPS. The researcher assesses this study by
using an interpretive, qualitative and case study research strategy. And also quantitative methods are
used to support findings from qualitative data analysis. Participants for this research were police officers
from different background, civil staffs who work in MPS, ERP experts and Civilians.
The research findings revealed the influence factors and impacts in adoption of fully integrated ERP in
MPS. And proposed model was developed using Technological Acceptance Model (TAM), Diffusion of
Innovation (DOI) and Technology, Organizational, Environment-Geography (TOEG) framework. This study
contributed to the existing knowledge by extending its literature. This study provides clear understanding
of significant of a fully integrated ERP with its influence factors and impact on PSSC such as MPS. This is
important for understanding future implementation of integrated system and IS in PSSC. Furthermore,
this study will fill the gap in the current literature on using ERP in Police Services (PS) and will contribute
academicians and practitioners in the field and open for further debate.
