Abstract
Professional development is considered as one of the most effective strategy that an education educational institution can use to meet its expectations and ensure the quality of teaching and learning. It continually expands the knowledge and skills required for the implementation of best educational practices. Examining the factors that hinder the effective implementation of professional development programs conducted in educational institutions may assist to overcome the hindering factors to enable an effective and successful implementation of professional development programs in the future. This research aims to present the perceived hindering factors in the effective implementation of professional development programs conducted in educational institutions. The research design used for this study was qualitative research methodology. The sampling method used for the data collection was purpose sampling. Four samples were taken from four different schools selected for the study. A semi-structured interview questionnaire was used an instrument to collect the qualitative data. Interviews were collected from groups of four members as a group interview.
The findings of the research indicated that teachers had a strong desire to upgrade their professionalism; but there are many challenges that hinder the effective implementation of professional development programs. The major factors that hinder the effective implementation of professional development programs are teachers' personal factors, environmental factors and development and execution factors. Since the environmental factors and development and execution factors have been identified as critical factors that hinder the effective implementation of professional development programs conducted in educational institutions of Male' city, it is essential to allocate sufficient budget and establish an operative mechanism for effective development and execution of professional development programs. Therefore, this research provides information on challenges that hinder the effective implementation of professional development programs conducted in Male' City.
