Abstract

At present, Maldives has a civil registration system that has its modules mandated to different government entities, rather than to a central governing body. The key government organization for civil registration is the Department of National Registration, whose main responsibility is to issue the National Identification Cards to all Maldivian nationalities. The purpose of this research is to study the existing national registration system of the Maldives, with the intention of conducting a study to apply more technology into the system. At the end of the study, I wish to find the possibilities we have, that can be used to compile an integrated civil registration system. My eight years of experience in the National Registration Department helped me a lot in the research work. Maldives is a country with full of capable human resources, and the country is seeing rapid advancements in the fields of technology and communications. The research is divided into different phases, the first being gathering information about the existing system in place. A wide range of literature was then reviewed, which was further done after conducting a qualitative research work in the relevant areas. As a final product, a system that utilizes more technology is proposed.
