Abstract

This research study is based on to find the key challenges face my Ministry of Health in recruiting retaining trained Health Professionals. The objective is to know the challenges of high turnover of trained health professionals.
In order to collect information for the study, mixed method (Quantitative and qualitative) was used. Hence interview was conducted with health sector executive while questionnaires were distributed to selected group of health Professionals randomly. Questionnaire was filled by respondent who are in service and also from those who hand left to private sector; well this will give a clear picture why staffs are retained and why there is turnover. Secondary data was used to know the actual amount of trained staffs from MOH in order to know the sample size. Furthermore, quantitative data was used to analysis through statistical package for social sciences (SPSS). While qualitative was analyse using thematic coding and used only the relevant information to the study.
From the study it was found that high turnover of health professional was for better career opportunity, for better salary package, for better working environment and due to personal reasons. Moreover, new factors also were identified that trained professional easy leave public sector is due to not having a retention policy.It was also found the political factor obstruct the recruitment of potential health professionals.
From the findings, it will identify the main reason why these trained health professional leave [public sector to private. This information would be useful to the MOH to better understand the reason. Following from that this study provide recommendation for future action. Such as development and implementation of retention policy for public sector and creating a better working environment with resource and equipment are provided in Atoll health facilities.
