Abstract:

Maldivian Civil Service is seen as a poor service delivering organization due to the existence of human resource problems like absenteeism, low performance, lateness and high rate of turnover that are proven to be the effects of low motivation and job satisfaction by many researchers. Thus this study aims to investigate the factors of motivation (motivator and hygiene factors) in civil service and find out how they affect employee motivation and job satisfaction. The main question that would be answered in this study is what are the motivators and hygiene factor and how that would affect employee motivation and job satisfaction in civil service. These questions are answered using a conceptual frame work developed using Herzberg's Two Factor Theory of Motivation. This is a qualitative research for which six of the executive level civil servants were selected using purposeful and convenience sampling technique that were interview in order to get the primary data which was analyzed in five phases, compiling , disassembling, reassembling, interpreting and concluding. The findings of this study shows that all motivator and hygiene factors selected for this study affect civil servants motivation. Salary is shown to be the factor that impact civil servants' motivation and job satisfaction most and is very much linked to other factors. It was found that, other than salary, it was motivators like advancement that affects civil servants motivation and job satisfaction positively, than other hygiene factors. The finding of this study contributes new knowledge to the existing theories and provides information and direction to manager and policy makers of Maldivian civil service.
